We haved an output milestone to provide a Cabinet paper to the Associate Minister on the 2017/2018 transport rules programme. We had an agreement from the Associate Minister, Hon David Bennett, on the content of the 2017/2018 transport rules programme, but with the change in portfolios, it is no longer possible to provide the Cabinet paper to him and meet the output milestone.
